In response to the demand for high-level practical talents in the semiconductor industry, Minghsin University of Science and Technology has been approved by the Ministry of Education (MOE) to establish a "PhD Program in Semiconductor Technology". The PhD Program will accept students for the fall semester of 2023, and the official unveiling ceremony was held on March 22, 2023. Dr. Yang Yu-Huei, the Director-General of the Department of Technological and Vocational Education of the MOE, was invited to attend the ceremony, witnessing an important milestone in vocational education.

Director Yang affirmed the efforts and achievements of Minghsin in promoting industry-academia cooperation and innovation in vocational education. She believed that this PhD program collaborated with the industry represented the education sector's ability to grasp industry trends and talent needs, cultivating high-level technical and applied talents that meet market demand.

President Liu Kuo-Wei pointed out that Minghsin is located in the core area of Taoyuan, Hsinchu, and Miaoli, adjacent to the Hsinchu Industrial Park and Hsinchu Science Park, and has close cooperation with many well-known semiconductor companies. In 2021, it became the first college in Taiwan to establish a "Semiconductor School". The "PhD Program in Semiconductor Technology" is oriented towards "solving industry problems" and conducts in-depth technical research and development in the packaging and testing fields where the semiconductor industry lacks high-level talents.

The PhD Program has attracted a high level of interest and competition, as it is primarily focused on practical research and has very strong appeal. In contrast to traditional academic doctoral programs, this program emphasizes problem-solving, practical skills, and innovative thinking. As a result, graduation requirements include not only thesis writing, but also other diverse indicators such as patents, licenses, industry-academia projects, technical reports, product publications, and technology transfers. The PhD Program offered 4 places this year, with a total of 72 applicants and an admission rate of only 5.6%.

The PhD Program adopts a four-year R&D model, with the first two years spent on taking courses on campus and obtaining the qualification for doctoral candidates through qualification examinations. The last two years are dedicated to full-time practical technical research and development in companies. After obtaining their doctoral degrees, can continue to work directly in the company. The PhD Program is tuition-free for four years, and each student receives a high scholarship of NT$300,000 per year. Doctoral students and partner companies collaborate on equipment development or material research projects. Companies can directly participate in talent cultivation, and doctoral students share research results with the company. After graduation, they can directly enter the company for work.
