Guidelines for the Establishment of the Indigenous Student Resource Center

Article 1

In order to uphold the spirit of the university’s mission and goals, develop a multicultural campus environment, integrate internal resources, and provide services tailored to Indigenous students, thereby enhancing their quality of life and learning support, Minghsin University of Science and Technology has established the Indigenous Student Resource Center (hereinafter referred to as “the Center”) in accordance with Article 18 of the Indigenous Education Act.


Article 2

The tasks of the Center are as follows:

  1. Integration of Indigenous student affairs and resources

  2. Guidance and support for Indigenous students’ adaptation to campus life

  3. Academic and learning support for Indigenous students

  4. Cultural cultivation and development for Indigenous students

  5. Mental health counseling and emotional support for Indigenous students

  6. Talent development and promotion of autonomous learning for Indigenous students

  7. Promotion of connections between Indigenous students and their home communities

  8. Assistance with ethnic education-related courses and activities

  9. Career planning and employment counseling for Indigenous students

  10. Establishment and management of a database of Indigenous students

  11. Promotion of Indigenous-related academic research projects


Article 3

The personnel structure of the Center is as follows:

  1. One part-time Director shall be appointed to oversee all Center operations.

  2. One part-time Secretary shall be appointed, responsible for planning and coordinating Center affairs, managing the Indigenous student database project, overseeing assistant training and webpage management, organizing advisory committee meetings and compiling reports, handling general affairs, budget planning and financial control, and assisting with ad-hoc tasks.

  3. The number of staff members shall be determined based on actual operational needs, and they shall assist in promoting relevant Center initiatives.

  4. An Advisory Committee shall be established, consisting of five members recommended by the Director and appointed by the President of the University. Members should be professionals from industry, government, and academia familiar with Indigenous issues. The committee members shall serve without compensation, with a one-year term, renewable upon expiration. At least half of the committee members must be of Indigenous heritage.


Article 4

The Center shall convene at least one Advisory Committee meeting per semester. Extraordinary meetings may be held when necessary, and relevant personnel may be invited to attend or provide information.


Article 5

These guidelines shall take effect upon approval by the administrative meeting and ratification by the President. Amendments shall follow the same procedure.
