僑委會攜手明新科大打造國際化半導體人才培訓基地

配合政府新南向國家產業技職專才人才培育計畫，促進國際產學合作及企業所需人力缺口，明新科技大學與僑務委員會簽訂合作，成立「菲律賓高科技人才培訓基地」，並在12月26日揭牌，未來將透過產、官、學跨域合作方式，提供完善優質的技職教育，擴大招收海外僑生來台升學，培育海內外企業所需高科技人才。

僑委會童振源委員長致詞時表示，僑委會目標2030年至少要擴增三倍生源約8萬5千人，留台人數約5萬多人，提供超過10萬美金的頂尖、傑出和產學獎學金，以及產官學合作、學用合一、僑界加持等六大策略，各國「高科技人才培訓基地」便是透過僑委會、海外僑台商、各國駐台代表處及國內各大學四方合作培育更多優秀的東南亞僑生人才。童委員長說，明新科大國際招生績效卓越，並有完整的半導體教學、實習及產學合作資源，因此選擇透過明新科大鏈結產、官、學三方，成立「菲律賓高科技人才培訓」教育基地，推動產學合一、學以致用的培訓計畫，為菲律賓與台灣的電子業僑商、台商企業，培育與留用僑生人才投入高科技產業領域。

明新科大劉國偉校長表示，明新科大現有200多位菲律賓學生，擁有國內第一個半導體學院及第一座「半導體封裝測試類產線」教學基地，並與經濟部工業局共同辦理「半導體封裝測試工程師能力鑑定」證照考試，在半導體人才培育上有相當完整的教育資源與產學經驗，能提供學生多元實習、就業機會，未來除可返回僑居地就業，也可以留才台灣。馬尼拉經濟文化辦事處魏珮柔副代表提及菲律賓與台灣不只地緣關係近，很高興「菲律賓高科技人才培訓基地」成立，未來期待在人才培育上的合作能夠更緊密、更全面。

針對新成立「菲律賓高科技人才培訓基地」，明新科大廖信德國際副校長表示，將針對菲國半導體人才需求開辦二年制/四年制「海青班」、高中職「產學攜手合作專班」，並提供多種學制及實習方案供僑生選擇相關學制與課程，也將發揮與半導體產業鏈緊密合作的優勢，針對菲律賓開設高科技類科課程，提供專業技術人才培訓。

「菲律賓高科技人才培訓基地」揭牌典禮有僑委會童振源委員長、僑生處尤正才副處長、馬尼拉經濟文化辦事處副代表魏珮柔(Alice Q. Visperas)，以及新竹縣府教育局楊郡慈局長、菲律賓台灣同鄉會廖宏基副會長暨僑務顧問、菲律賓台灣工商總會黃大維副會長等嘉賓皆親臨會場，台積電、啟碁科技、景碩科技等業界代表，以及仰德高中、啟英高中、內思高工、世界高中、磐石高中等學校也出席參與。(資料提供/國際處入學服務中心)

The "Philippines High-Tech Talent Training Base" established through a collaboration between Minghsin University of Science and Technology and the Overseas Community Affairs Council (OCAC) was unveiled on December 26, 2022. The base will provide high-quality vocational education through interdisciplinary collaboration between industry, government, and academia. The base will expand its enrollment of international students, particularly from the Philippines, to cultivate internationally-oriented high-tech talent for the industry.

Chairman of OCAC, Tong, Chen-Yuan, stated that the council's goal is to increase the number of students studying in Taiwan to at least three times its current level to about 85,000 by 2030. They also aim to increase the number of students who stay in Taiwan after graduation to more than 50,000 and provide over 100,000 US dollars in scholarships. The "High-Tech Talent Training Base" is a four-party collaboration between the OCAC, overseas Taiwanese businesses, foreign embassies in Taiwan, and major universities in Taiwan to cultivate outstanding Southeast Asian overseas Chinese students. Chairman Tong praised Minghsin for its outstanding international enrollment performance and complete semiconductor teaching, internship, and industry resources. Therefore, it was chosen to establish the "Philippines High-Tech Talent Training Base."

President of Minghsin, Liu, Kuo-Wei, pointed out that the university currently has more than 200 Filipino students. Minghsin owns the first Semiconductor School in Taiwan and the first "Semiconductor Package and Testing Factory" teaching base. We also jointly conducts the "Semiconductor Package and Testing Engineer Certification" exam with the Industrial Development Bureau, Ministry of Economic Affairs. Minghsin has complete resources and experience in cultivating semiconductor talent to provide internships and job opportunities. Alice Q. Visperas, Deputy Representative of the Manila Economic and Cultural Office, stated that the Philippines and Taiwan not only have close geographical ties but are also delighted to see the establishment of the "Philippines High-Tech Talent Training Base." She hopes that the two countries can have closer and more comprehensive cooperation in cultivating high-tech talent.

The newly established base will offer special courses tailored to the needs of the semiconductor industry in the Philippines, providing various curriculums and internship programs. The base will also offer professional technical talent training for high-tech subjects in the Philippines.

In addition to the OCAC and the Manila Economic and Cultural Office, representatives from the Education Bureau of Hsinchu County Government, the Taiwanese Compatriot Association in the Philippines, and the Taiwan Chamber of Commerce & Industry in The Philippines, Inc. attended the unveiling ceremony. Industry and academia representatives such as TSMC, Wistron NeWeb Corp., and Kinsus Interconnect Technology Corp., as well as Yeang-Dear Senior High School, Chi-Ying Senior High School, St. Aloysius Technical School, World Senior High School, and St. Peter Senior High School etc., also sent representatives to participate in the grand event.
