國合會半導體發展研習班 14國學員參訪本校半導體基地

外交部委託國際合作發展基金會(以下簡稱國合會)辦理半導體發展研習班,有23名來自阿曼、義大利、斯洛伐克、立陶宛、智利及印尼等14個國家的學員,在國際處的安排下,8月6日上午由國合會李志宏副秘書長陪同,前來本校參訪全台規模最大的半導體人才培育基地。林啟瑞校長代表歡迎來自四面八方的賓客,及介紹半導體人才培育基地運作模式,與國際友人分享台灣半導體教育實力與技職育才之道。
林啟瑞校長表示,配合國家政策發展跟全球產業趨勢,本校2019年即開全台大專院校之先,設置首座「半導體封裝測試類產線」,繼而成立全台第一個「半導體學院」,並與業界合作「半導體封測精英專班」。2022年進一步擴大規模、打造有如「小台積電」的「半導體人才培育基地」,做為教學之用,也做為企業新人培訓,針對半導體人力需求,規畫對應的培訓課程及辦理證照檢定。另外,在教育部國際司補助下,編製半導體科技華語課程,攝製相關情境教材。林校長說,很多國外學校都來明新取經,美國蒙大拿州、猶他州及澳洲的學生都即將組團來學習半導體知識。明新科大樂當推動半導體教育的實踐者,與國內外各界,共享半導體教學資源。
國合會李志宏副秘書長指出,台灣擁有全世界最完整的半導體產業聚落及專業分工,也是政府推動產業創新之重要支柱,但半導體產業屬於高科技資本密集產業,關鍵生產製程設備技術門檻高、高耗能且須長時間之投入。因此特別為對半導體有興趣的各國科技部門官員、大學院校教授、科技公司業者、研發單位學者等辦理「半導體發展研習班」,分享我國在半導體產業之發展歷程與推動經驗。這次參加的學員來自14個國家,有安排參訪臺灣半導體研究中心、新竹科學園區管理局,及半導體產業上下游相關供應鏈的廠商瑞昱、旺宏、聯電、日月光等。更特別安排參觀明新科大的半導體人才培育基地,讓學員瞭解台灣技職教育在半導體人才育成的課程與產學合作模式。
本校為國合會的半導體發展研習班唯一參訪的技職科大,來自14個國家的23位學員,對「半導體人才培育基地」模擬科技廠設備與環境,提供實際學習、操作的育才方式,以及證照檢定的課程印象深刻。學員們把握機會操作現場的教學設備,也踴躍與半導體學院師長詢問互動,交流半導體知識,顯見台灣科技產業人才的教育及半導體產業的發展經驗,成為各國競相學習的對象。(資料提供/國合會、國際處)
At Minghsin University of Science and Technology (MUST), we had the privilege of hosting 23 international delegates on August 6th as part of the Semiconductor Development Workshop organized by the International Cooperation and Development Fund (TaiwanICDF). The delegation, representing 14 countries including Oman, Italy, Slovakia, Lithuania, Chile, and Indonesia, was accompanied by TaiwanICDF Deputy Secretary General Stephen J. H. Lee.
President Lin Chii-ruey was honored to welcome the guests to explore our Semiconductor Talent Cultivation Base, a facility that embodies our commitment to aligning with national policies and global industry trends. In 2019, we established Taiwan's first "Semiconductor Packaging and Testing Factory," followed by the creation of our "Semiconductor School." In 2022, we further expanded our efforts by establishing the "Semiconductor Talent Cultivation Base," which serves as a miniature version of Taiwan Semiconductor Manufacturing Company (TSMC).
Supported by the Ministry of Education's (MOE) Department of International and Cross-strait Education, we have also developed semiconductor technology courses in Chinese, attracting students from around the world, including from countries such as the U.S. and Australia.
Lee said Taiwan has the world’s most comprehensive semiconductor industry cluster and professionals, making it a crucial pillar for government-driven innovation. However, the semiconductor industry is a capital-intensive sector with high technical barriers and high energy consumption, and long-term investment needs for critical production processes and equipment. Therefore, the workshop was specifically organized for officials from various countries' technology departments, university professors, and scholars interested in semiconductors.
During their visit, the delegates were introduced to our operational model, which aims to cultivate the next generation of semiconductor professionals. They were highly impressed by the advanced equipment and facilities we offer. The visit also provided an opportunity for our guests to engage with our faculty and staff, and to operate some of the on-site teaching equipment, gaining a hands-on understanding of Taiwan's vocational education in semiconductor talent development.
Their visit to MUST was part of a broader itinerary that included stops at the Taiwan Semiconductor Research Center Institute, Hsinchu Science Park Administration, and key industry players such as Realtek and ASE. The feedback we received was overwhelmingly positive, with many delegates expressing their admiration for our commitment to nurturing semiconductor talent.
