 Office of International Affairs

    To align with global development trends and enhance the University’s competitiveness, promoting educational internationalization has long been one of the University’s major development goals. Since the establishment of the International Exchange Center, the University has continuously strengthened and advanced academic cooperation and exchanges with foreign institutions, promoted campus internationalization, and enhanced foreign language teaching and Chinese language instruction. Over the past decade, significant progress has also been made in international student recruitment.
      In response to the growing number of international students and to strengthen the decision-making and implementation of internationalization initiatives, the University established the “Committee for International and Cross-Strait Affairs Promotion” in the 2014 academic year. In July 2016, the University officially established the Office of International and Cross-Strait Affairs as a first-level administrative unit, consolidating three second-level units: the “International Exchange Center” under the Secretariat (renamed the “Center for International Education and Exchange”), the “Cross-Strait Exchange Center” (renamed the “Center for Cross-Strait Education and Exchange”), and the “International Student Service Section” under the Office of Student Affairs (renamed the “Center for Counseling and Services for International Students”). In the 2018 academic year, the “Chinese Language Teaching Center” was established, followed by the “New Immigrant Education Development Center” in September 2020. In the same academic year, the “Center for International Education and Exchange” and the “Center for Cross-Strait Education and Exchange” were consolidated into the “Center for International and Cross-Strait Education.” These four centers have since served as second-level units, streamlining international affairs, enhancing administrative efficiency, and strengthening the University’s competitive edge in internationalization.

    In the 2021 academic year, the Office of International and Cross-Strait Affairs was renamed the “Office of International Affairs,” with three second-level units: the “Center for International Education and Exchange,” the “Admissions Service Center,” and the “Center for New Southbound Policy and New Immigrant Affairs.” In the 2022 academic year, the “Admissions Service Center” was renamed the “International Admissions Center.” In the second semester of the 2024 academic year, the “International Foundation Program” was incorporated into the Office of International Affairs, which then oversaw five second-level units: the “Center for International and Cross-Strait Education,” the “Center for New Southbound Policy and New Immigrant Affairs,” the “International Foundation Program,” the “Center for Counseling and Services for International and Overseas Chinese Students,” and the “Chinese Language Teaching Center.” In August 2025, the organization was restructured, with the “Center for International and Cross-Strait Education” (under the Office of International Affairs) renamed as the “Center for International and Cross-Strait Education,” the “International Talent Education Center” formed through the consolidation of the former “Center for Counseling and Services for International and Overseas Chinese Students” and the “Center for New Southbound Policy and New Immigrant Affairs,” and the continuation of the “International Foundation Program” and the “Chinese Language Teaching Center,” thus maintaining four second-level units.

    The number of international students at the University has steadily exceeded one hundred annually. In the 2012 academic year, the University ranked fourth among all technical and vocational institutions in Taiwan—and first among private institutions—in international student enrollment. To demonstrate the University’s commitment to internationalization, in both the 2013 and 2014 academic years, the University voluntarily applied for evaluations by the Ministry of Education on internationalization efforts and subsequently refined its practices based on the recommendations received. In the second half of 2016, the University underwent the Ministry of Education’s consolidated review for higher education institutions and received outstanding evaluations in the category of “Quality of Internationalization in Higher Education,” earning significant recognition.

    Since 2017, the University has launched the “New Southbound International Industry–Academia Collaboration Program.” From the 2018 to the 2024 academic year, the number of foreign students enrolled in the University ranked first nationwide for seven consecutive years, while the total number of international students ranked third nationally. Currently, the University hosts more than 2,600 international students from countries including Vietnam, the Philippines, Indonesia, Myanmar, Malaysia, Japan, Thailand, Cambodia, Hong Kong, Nicaragua, South Korea, Turkey, Mongolia, Ukraine, Eswatini, Brunei, and the United States.

Center for International and Cross-Strait Exchanges
    Our main responsibilities include promoting partnerships between our university and overseas institutions, providing student exchange opportunities, hosting international visitors, organizing overseas study tours, offering study abroad information and consultation services, and advancing initiatives related to international education and exchange. By leveraging our geographical advantages and distinctive educational strengths, we are committed to fostering collaboration-driven international engagement.
 

Center for International Talent Education
   This center serves as the primary service hub for international admissions at our university. Its main responsibilities include:
Providing international students with pre-arrival information and materials related to admissions.
Assisting international students with admission-related procedures after arriving in Taiwan.
Planning and allocating scholarships for international students.
In addition, the center also functions as a service window for overseas students. Guidance and support are offered in four key areas:

Daily Life Support
Interpersonal Integration
We are committed to helping foreign students adapt to life in Taiwan and providing comprehensive assistance throughout their stay.

 

 International Foundation Program (IFP)
    In 2021, our university established the International Foundation Program (IFP) in accordance with the Ministry of Education’s Implementation Plan for Expanding the Recruitment of Overseas Chinese Students, Students from Hong Kong and Macao, and International Students in Key Industrial Fields, with the goal of cultivating international talents to meet the needs of Taiwan’s key industries.
The program adopts a “1+4” curriculum structure:
Year 1: Students take Mandarin preparatory courses to build a solid language foundation.
Upon reaching TOCFL A2: Students may then progress to one of the university’s four key industrial fields for four years of professional study.
Main Responsibilities
Overseeing administrative management of preparatory students, including admissions, curriculum, academic records, student affairs, and financial affairs.
Providing academic consultation and daily life counseling for Mandarin preparatory students.
Designing preparatory curricula and coordinating faculty to ensure course quality and effective learning outcomes.

 

Chinese  Language Teaching Center(CLTC)
Founded in 1966, Minghsin University of Science and Technology is an excellent university of science and technology with 5 colleges, 21 departments and 11 graduate schools. The Chinese Language Teaching Center of the school was established in 2008, and was approved by the Ministry of Education in 2018 as a qualified overseas Chinese language learning institution. Based on the student-centered concept, the Chinese Language Teaching Center of Minghsin University of Science and Technology provides high-quality Chinese language teaching services for international students. Our teaching team is composed of experienced and enthusiastic teachers, using diversified and interactive teaching methods and digital resources to create an open, interactive and effective learning environment for students. The center focuses on developing the language skills of international students and helping them better adapt to the language needs of academics, careers and daily life. We encourage foreign students to interact with Taiwanese students, promote the growth of language skills, and enhance the cross-cultural communication literacy and mental skills of both parties.
